Unlocking the star chart again for some emotes and ship decorations that nobody will ever see isnt enough incentive for a casual player to want to try the new mode. When you visit Teshin on any Relay, he will give you access to the Steel Path, and the potential to earn rewards using Steel Essence. Higher base resource-credit gains based on difficulty. Maybe it could reward fish parts and gems as well, for a higher price, so that you could get those this way passively, just playing hard mode, but fishing and mining would still be the optimal acquiring method. I imagine a large portion of that group wont need/want most of the things on OP's list.
